I paid and he shipped immediately. The package arrived quickly and more than reasonably well packed. The only hiccup was that the package wasn't NIB as advertised (it had been opened and used, the memory coolers had been installed and since removed with the thermal tape cleaned off and were in the wrong place in the packaging to be new). No big deal, everything was present and the package appears in very good shape. I haven't tested the fan, but I don't have reason to think it won't spin. I contacted kittykatze and he was more than willing to refund+shipping because of the NIB issue, but due to the inexpensive nature of the package and the cost of shipping destroying what value it does have (and the fact that I believe he didn't realize it wasn't NIB, he says he got it that way from another user and they must have misled him), I see no reason to back up on this deal (he gave me a very good price shipped, so it's still a worthwhile transaction). He also has VERY good communication (before and after he had my funds).

I wouldn't hesitate to deal with this guy again in the future. He's an asset to the trading community. A+
